After many years on Parliament Hill working with parliamentarians on legislation and services for Canadians, Serge turned his attention to assisting small, medium-sized and large NGOs; working with Canadian and multi-national businesses; and providing advice to foreign representatives. Serge has founded businesses and became a senior partner at Flagship Solutions in 2004.

A public speaker who is frequently sought by journalists as a reference on issues of accountability, government relations and ethics, Serge also writes regularly in media on government-related issues.

Serge’s work as Flagship Solutions’ principal team leader has allowed our clients to obtain measurable positive results that helped them meet and exceed their objectives. Serge has been the driving factor behind Flagship Solutions’ innovative government and public relations strategies.

Chris’ extensive work with non-profit organizations has enabled them to implement structural changes and also raise millions of dollars.  He has managed marketing and communications campaigns.

His experience as project manager, team leader, executive director and chair of organizations has enabled him to gain a valuable insight in the way organizations function and what their needs are.

Within Flagship Solutions, Chris leads projects designed to help our clients grow and prosper.  He helps our clients achieve optimal efficiency and effectiveness, as well as helps them develop viable and fundable projects to improve and expand their operations.

Kristin Baldwin

Kristin Baldwin Junior Partner (Communications)

Prior to joining Flagship Solutions, Kristin spent more than 8 years on Parliament Hill, in various roles including acting as Issues Manager for the Honourable John Baird, Minister for Transport, Infrastructure and Communities and Director of Parliamentary Affairs and Issues Management for the Minister of National Revenue.

Kristin’s ability to identify upcoming issues and potential pitfalls involved with ongoing communications has served our clients in many ways.  Her hands-on experience implementing communications strategies allows her to deliver our clients’ messages in a timely and effective manner.  As the go-to communications expert, Kristin brings a fresh and bold perspective to communications and government relations strategies that are sure to get your organizational voice heard.

Bob Kilger-low res

Bob Kilger Chief Lobbyist

Bob Kilger has a long history of serving his country and local community of Cornwall, Ontario through various levels of government.

Bob was the Mayor of Cornwall from 2006 to 2014.  Prior to his election as Mayor, he served as Member of Parliament for the riding of Stormont-Dundas-South Glengarry from 1988 to 2004.  He was the Chief Government Whip, and Deputy Speaker and Chairman of Committees of the Whole of the House of Commons.

Over the past four decades he has been involved in a number of community projects, most notably the fundraising campaign to build a new local hospital.

Bob brings his deep knowledge and perspective of the inner workings of municipal and federal politics to Flagship, and manages numerous lobbying initiatives.

Alyson Queen Pic

Alyson Queen Director of Communications

Alyson has been advising on media relations, public affairs and strategic communications for nearly fifteen years in both the public and private sector.

A seasoned communicator, she was manager of public affairs at Bell Aliant, a previously publicly-traded subsidiary of Bell Canada.  On Parliament Hill, she served as Director of Communications to the Minister of Human Resources and Skills Development and the Minister of Public Works and Government Services.  She also takes pen in hand as a writer, contributing articles for community publications and organizations.

At Flagship, Alyson’s ability to craft internal and external communications strategies empowers our clients – both in sharing the good news and responding quickly when issues arise. We also know that building relationships is a key to success, and Alyson primes many of our media and stakeholder files.

Originally from Atlantic Canada, Alyson is based in Ottawa.

Christine Helm has more than 25 years of experience working with national industry associations and organizing events and conferences of all sizes.

With her vast knowledge of non-profit governance models, she has worked with national Boards of Directors and been responsible for stakeholder relations and volunteer committees.

At Flagship, we deliver exceptional events for our clients, and Christine’s knowledge and experience help us do just that.

Maureen Prebinski Senior Advisor

Maureen brings over 20 years of senior roles in politics and the labour movement to Flagship Solutions. She is a great asset to Flagship Solutions’ clients that seek to gain a better understanding of the linkages between the labour movement’s objectives and governments. Maureen has a strong organizational management background and proven experience as a strategist on national policy issues.

She has previously served in high level roles at the Canadian Labour Congress and the New Democratic Party. She also served as the interim Chief of Staff to the late Jack Layton.

She is a seasoned political operative and ran as a candidate in the 2000 federal election. Maureen is a member of Equal Voice, a multi-partisan organization dedicated to electing more women at all levels of political office in Canada.

Kelsey Keohane

Kelsey Keohane Special Assistant

A graduate of Carleton University, Kelsey uses her research experience and writing skills to support Flagship and help our clients achieve their objectives.

Prior to beginning her work at Flagship Solutions, Kelsey worked various jobs in the hospitality and customer service industry.
